im thinking eventually wolfgang got tired of switching families so he took his twin sister and decided to live by themselves-
they are indeed twins, but he still calls her his little sister as shes much shorter than him.
after leaving foster care at the age of 15 he basically took care of her
I think thatll do for the time being at least.
