They were not the place for un-trained personel. But it made it possible for civilization to evolve and make the devices we have today possible. Also, When factories were first built, Alot of them were built away from average cities, Did you know most factories built had homes built around them for the workers and families to live. And factories provided work for the poor too. So honestly, Its a good pay off.
