This is Torch Burnblast's warped Pyro form under the influence of the Primal State reawakened by Hector Dashlight. His grieving over Denver's death drove him to an uncontrollable rage that woke the beast within him. Because of this, his primal state warped his firepower, giving him Pyro powers, which is a bad thing. His rage-driven Pyro Form only appears in the last two parts of the 3-Part Season 4 Elementals finale: Fight to the End!
