The Typian people are less than fond of rain, or more specefically, less than fond of water in general.
And so, when they do emerge in the Spring, ideally they wear something that can keep them dry.
Oh, and this coat was inspired by princess Garnet from #FinalFantasyIX in her escape getup. ( #FFIX #FF9) Not Garnet from Steven Universe, obviously.
