As the title says she is a Goddess of the light, the sun, the stars, and the moon. Her son is the God of Shadows. Yes, her chest is bare, she is clothed in a fragment of sky and that was a stylistic choice for the design.

The hand sign shes making with her hands is not so pleasant, but the art is really cool and urbun.

If her hand gesture is some how rude that wasn't my intention. The upper hand is encircling her heart and then I just figured I'd mirror the position for symmetry purposes.

Oh, and her chest is exposed because she's a goddess clothed in sky. There is nothing dirty or wrong about human anatomy after all and this isn't sexual so there is no issue.
