Anyways, he can control the weather of hailstorms and thunderstorms.(Hence the thunder clouds on his back.) There are cords that connect the clouds to his arms to let him use the elements with his hands as well. Since these elements come from above, it's impossible for Frisk to just fly over him.(Plus he's huge.)
I tried my best to not make this a bland recolor. Feel free to make any edits as you please @-irene-.

Also hope you don't mind me reusing the other Photoshop Flowey drawing again as a base. I didn't feel like redrawing him again. Plus I had to redraw a lot of parts anyways. So don't think I got lazy with this.
