Well, violence is never a good way to solve problems. You might get into trouble.
I think it would be best to talk to a teacher again but with a solution at hand. Instead of just saying that this girl causes trouble, you can instead talk about the issue of the job of keeping the class in order. Don't complain about her specifically. Just say something like, "Some people have been writing down names of people that haven't done anything. I think it would be best to ask why that person's name has been written and if there are witnesses that have seen him/her doing whatever the reason their name is here before handing out the paper with the names." ...or something along those lines.
Maybe that will work. Usually, people don't act because they're too lazy to come up with a solution. In those cases, you should bring them a solution.
You could try to get some friends or classmates that had been having the same trouble and tell the teacher. If there are many people,

If everything fails, get your parents to talk to the teachers. I don't think they will ignore them.
