Yeah, Levi's mom wasn't safe from the wrath of me re-doing my story. Levi got his rare blue-hair trait from his mother. It's very rare to have a blue-hair parent to have a blue-hair child. Green hair is common, Purple is uncommon, and Blue is rare. With this race anyway.
