Typically his personality is the same as Sans except due to being lonely all of the time he tends to feel more attached when interacting with people. In his timeline, every monster has d.ied with him being the only survivor. The child aka Frisk has reset so many times that a few timelines have overlapped corrupting the files and causing permanent death for monsters.
The power of everyone's conversations from the Echo flowers gives him this 'form'.
