Edit: fixed a few things on his left arm.
The setting is Sans 'meditating' at Waterfall to calm himself after witnessing his brother's d.eath (hence the red scarf around his mouth).
I had a brief dream Sans wore this hoodie too so.. yeah.

EDIT: I'm gonna call this Neon!Sans because I can't resist making some kind of AU-ish thing. Might post more.
