Ramiel gave himself up to his father and the Hunters in order to spare his empiremates being captured, thus resulting in his own "capture".
This is upon his return to the city. His long lost sister, now a hunter apprentice, approaches him, happy to see him, and the first thing she tells him is that their mom whom they hated is dead. Ramiel isn't sure if he feels relieved or upset. He also doesn't know if he should feel glad to see his sister again, or wary since she's supposed to be his enemy.
