Tasma's a Gengar, among many things. He was used in an experiment to see if regular Pokemon could be transported to an alternate universe which the scientists called 'The Randomizer'. If the experiment went successfully, then they could achieve all sorts of things. The experiment failed. The scientists had to call back Tasma when the transporter's system memory got overloaded.
