I never heard about Tokyo Ghoul until I saw SUXTG art,so if she was a ghoul she would be an artifical Ukaku type ghoul,her wings would litteraly be made of fire,her mask represents the line between sanity and total madness,and the chains mean she's trying to escape reality to never be found
