"Um hi I'm Sunrise... There is a boy in my english class at school, making these sound effects, laughing, calling me names, making faces at me, and alluding to the fact that he thinks I am stupid or something. At first I tried to ignore it, but it's been going on since the second day at school and I'm almost to the end of first quarter I reported him to the counselor, dean, everything, but it doesn't seem to get better. Does anyone have advice on how to get this boy to stop?"

I experienced something like this once, I'd told some school authorities but they all ignored the issue. I didn't want the 2 who were bullying me to get in trouble, but I wanted it to stop. Eventually I ended up telling my mom, and she called their parents and they got in trouble. They were angry at me for it, but they stopped bothering me. We're on good terms today, and they regret it.
So I guess my advice is to tell your parents or his parents if you can. If you're parents don't listen, maybe go to a friend's parents
