She says I need to be more responsible and spend less time in my room in Colors! 3D. Do yall have any advice on being more responsible?"

yes.. your mother is right, it doesn't make any sense to get a new dog if you spend most of your time on colors
maybe if you expressed more intrest in your former dog your mother might have had a different opinion but we can't undo the past

I would suggest to help out more,by helping out in your house, and seeing what can be done.It could be a way to prove your mom your responsible enough. If you work hard enough, im sure shed accept it.It took years for me to show my respondibility, and to see when we were ready for a dog, but i talked about it again this year my mom gave in, and we got a puppy. Thats how mine went, i gurantee if you work hard everything will come into place.
