You don't use it for chatting, it's only used by if you are playing a game then a yellow dot will light up to let me know if you're online(which means you're playing a software on your 3ds).
Then I can check to see who is online on my friend's list playing what software..
Again, there is facebook, fc are only used to see who is playing on their 3ds which is pretty much useless
