This looks really awesome so far! I really like how elegant it looks, and the pose is pretty great. Only things that look weird is the front part of the fin, I mean how the thing that holds the fin kinda lies down a bit. But maybe it's just how it looks when it's in that angle or it's just the sketch. The flippers also look too wide, and something about the head still looks off... Maybe it's the small eyes and the shape of the muzzle? I'unno, but I think it might look better if it was less round. I think it'd also look better if the frills were more horizontal, but I know you based it on younger Watoks'. I've been thinking about changing them like that on younger Watoks as well since it's more realistic, but I'm not sure if it'd look as good. Try it, and if it doesn't look as good, change them back. Other than those nitpicks, it looks great!

When I look at the head again, I think it's just the muzzle that's weird. It's too round. Maybe make it more blocky. If you're not sure how I mean, I could try to find some example.
