Zatoo, the serious Xatu. Zatoo is the oldest of my Pokemon characters. Zatoo is actually annoyed by Delphoxes because of their better ability to forsee the future. Zatoo's futuresight is actually worse then other Xatus due to never really using it, though seeing the past works significantky well. Zatoo is VERY easily agitated, especially by ignorance, derpiness, randomness, ridiculousness, ad other things Peekatchu and crew offer.

(Re:) After Hydrogen and Helium, who are the queen and king in this world, Oxygen and Carbon are the 3rd and 4th most abundant elements in the universe. That's why they're the main characters.
And yes, the 22 minutes refers to the half-life of real Francium. It's also the most unstable.
