I mean, HRE's full name is
Holy Roman Empire of the German Nation,
there are so many similarities
and even we germans call the real HRE in books and documentaries
"Germany" so theoretical is he indeed Germany o3o
But it's also Hidekaz' Manga
and his characters,
so he has probably his own story ^^
