Just a lazy coloring.
Okay but before anyone thinks bad of his colors, the males are rainbow/bright colors on black/gray and females are really dull. I also think the dull/faded rainbow looks better than bright rainbow does against black, so- Only the rainbow part has scales, and he has a lil snout that points out.
