retro: i wanted to make a comic about villager going to the famed Aika village but then i realised i couldnt because aika village is made by another acnl fan so if i made it, i would be stealing.... wait this intire thing is stolen... wth am i doing?

I don't think there's anything wrong with making a comic about generic villager visting Aika Village. You may not have made the village but it's not like you're srealing their art, you're merely making a fanwork of a character visiting their town. There's tons of fanart of Aika already. I'm sure the creator of the town will be cool with it.
