Topaz was sent to earth after Jasper didnt come back to homeworld. Celestite is her best friend & came with her for protection [as u can probably see, Topaz is not very tough]

eventually they get caught up in a fight with a corrupted gem that they cant handle themselves, and the Crystal Gems have to help them. Topaz & Celestite become honorary Crystal Gems and decide not to go back to homeworld.
