An idea i had...these guys are made entirely of some sort of mist from some source of water and theyre light as air. they can grow legs when they want and can get to high places by forming and jumping onto clouds. When theyre up high enough their feet naturally form platforms for them to walk on. Whether or not you can walk right through 'em (like fog) depends on the weather. theyre a little smaller than a horse. #witchlore
