Mother's Day thing.
These are Lucy's real parents before they were hospitalized. (They didn't have anyone to care for her, so they had to give her to an orphanage. Later, she was adopted by a Mienshao & Skuntank.) The #nidoking is Nathan & the #lucario is Maude.
And Maude's eyes are like that because she's blind. Maude is blind in both eyes, however, Lucy is only blind in her left eye.
