He's from a Japanese animated series called Gregory Horror Show. Go watch it, all four seasons are on YouTube. That may seem like a lot, but the episodes are only ever about three minutes long. Technically it's an anime, but it isn't in the traditional anime style. It is actually all done in CGI and all the characters look like little papercraft people. It's great. GO WATCH IT. IT IS CRIMINALLY UNDERRATED.
