(con) they came up with the idea of animal DNA fusing. Debating was getting them no where on which idea was better so they put it to the test: actual human experimentation. They took a bunch of men and women (aged from 18 to 30) and half went to be augmented with robotic enhancements, while the others had their DNA messed with to create animal hybrids. These people aren't allowed to remember who they were before this happened to them. The 'hybrids' and 'cyborgs' are then trained seperately to control their abilites. Every month, the two groups are put together and evaluated from a series of tests. Whoever wins, gets a bonus to their project funds while the others funding is cut back a little. The hybrids are rewarded by getting fed good quality foods or not fed at all as punishment for loosing. The cyborgs are allowed to have a bit more free will for winning or a little is taken away for loosing. After this, they go strait back into training.
The hybrids are slightly more (con)

(con) primative in their thinking than normal humans. How smart and human like they are depends mostly on the animal they are mixed with. Some are definately more intelligent than others. They will also have animal like features (wings, fangs, tail, etc.), abilites, and behavior.

The cyborgs are very diffrent from them. They are very logically minded with limited emotions and free will. They do feel some, but not nearly as much as hybrids and humans. They are enhanced with mechanical implants (robotic arm, robotic eyes, implants in the brain, etc.) that make them stronger and some what smarter than humans. Having little feeling, however, does make it hard for them to make tough decisions. And if they experience big surges of emotion it can short out their systems.
