As the Gaurdian of Zodiacs and Stellars, she makes sure they won't rip eachother apart. The Zodiacs and Stellars follow her for a reason, she's sadistic when snapped.
Astra's mother is actually the Goddess Astrea whom died and passed down her duty to her daughter, once the roles switched, Astra was determined to become as great or even become greater than her mum.

As the strongest, Leon makes sure to keep order in the skies, but ever since of Astrea's death, it has been hard for him to getting things in control until Astra came in.
Wherever Astra goes, Leon is sure to be found strutting beside her. Though if in the presence of humans, he is in his human form. He is Astra's right hand man while Astra's left hand woman is Virgo.
