Storm and Static met each other in High School. Storm was a member of a gang (explaining the tattoo on his arm and why he was beat up) and Static was on the football team (stereotypical? I think not!) Static saved Storms life after he got beaten by his "gang buddies" the first time. So, after Storm got beat up again, Static came out and confessed his feelings.(btw, storm used to dye his quills so the blue didn't show)
