So, Cosmic built Dixie when he still had his integrity. He simply built it as yet another filler robot to help clean the place, act as a test dummy, all that stuff. He wasn't supposed to have a specific look or persona-just a blank slate. However, once Cosmic was almost complete with him, one of his assistants placed a blue wig on it for a joke. Cosmic sort of liked the look and thought it would be cool if he could be one of the UltraChrome scientists who built an android with a personality. Of course it would be a challenge, but it would improve his knowledge in understanding robotics and programming alike.
