So I watched the last episode were you see stains brother. I noticed that Bill never showed up before/when the brother appeared. But I always had the feeling he had it out for him since the brother was te author. Anyway, this is my theory. What if Bill still has the power to control Dipper as a "puppet",and waited till the brother came to threaten to have Dipper harm himself or worse!! Forceing the brother to make a deal with Bill. Knowledge/Journals for Dipper's life.
