trying to think up scifi futurey setting....
'halos' are like monitors on you and your body (it can 'record' all senses and track location). data can only be accessed during critical times, such as witness testimonies or if health is bad. but all of the info is stored in a locked (word? 'heaven' 'purgatory'?) until it is required.
it also gives everyone a personal id. its p tricky to not have one since it can track pregnancies?
