An old story of mine about an Earth post WWIII where the surface world was so radiated that seven "new" contintents were created to float above the old ones and people deemed "undesirable" remained on the surface. A lot of new kind of people began evolving on both the new and old worlds. And there was some sort of government conspiracy? idk.
