So i put the FN3D code (thanks who give me the code btw vwv) And lets say that it seems that the code is not acepted, so it seems that only us canada and europe can get it literaly, i live in Mexico , so , is not working because of... that so there is a way to get it or change my N3DS to finally get the App?

Not sure if this will work, but maybe you could change where you live on your 3ds and your Nintendo ID account? If it works, make sure that you change it back afterward or your sales tax might end up being higher when you buy games and apps on your 3ds.

I KNOW THIS SUCKS BUT you cant change the regipn you live in on your 3ds,once you put it in,your stuck like that forever....DDDDD: trust me i tried to change my region to get FN3D but failed...
