He Uses Neon To his Advantage. He can Suck The Neon From Signs and things To Give him a boost And Shoot Neon beams owo
He Also Carries around a backpack with viles both empty and full, he can put the unsued neon in the empty viles and save them for later, and he can use the ones that are filled as a refuel, or just toss the neon viles at enemies, to smoke em out :P
