This is Kokito's human form that he never really shows. He's actually the prince of the whole kingdom where Kitsune is from. He's what you would be considered the king but he snuck out of the palace because he fell for the "wingless" Angel. He doesn't show his true form because he doesn't want Angel to know he's the prince since angels are supposed to serve the white dragons. That's why he pretends to be some sort of chicken xD
