I'm sure that they'll eventually release it for the eshop as a free download (maybe even at a price god forbid)
I mean, it was originally meant for the 3ds anyways, so it would only make sense that it'd also be compatible on the 3ds ya know?
But like I said, I believe they're only with holding it to help the newest 3ds sales, which would be lame considering how long fans have been waiting for flipnote studio 3d. TTwTT
The program has been made, just a matter of regionalizing it. So I firmly believe yes.
It will be released on the eshop at some point or another (Depending on what Nintendo decides to do)!
And if not, at least it comes with the new 3ds? <XD
