The arrow is no joke, he got shot. The eye is not lenghtened but it has a trail. The cloak is only to protect his identity.

Wow... it kinda reminds me of Dark Link from this fan-video I saw. Dark Link was wearing a black cloak, and as he was running a man shot an arrow which pinned his cloak to the ground. Dark Link killed him, of course.
But yeah, this picture's great!
