Actually, in the first generation, he had a fairly powerful team, but they never coded it so you could actually fight him.

(Shadow BlackJinouga) I guess you still have lots to learn about Pokemon history. When Oak was younger, he was a powerful Pokemon trainer and he beat the Pokemon League and his rival, Agatha. After getting old, he decided to become a professor we all know.

Oh goodness, I sure wouldn't want to be standing where oak is in a few minuets. And I agree, nerdy as it is, if you ready the manga novels like "yellow" and "red" You'll find out Oak was an UNBELIEVABLY POWERFUL trainer. But that's what happens when you get old, you get boring.
