No matter how many users are 18 and over, this is still basically an application for children. They should not be exposed to nudity no matter who gets angry about their pet project getting flagged or how angry he or she gets.
I know many people don't agree, but being angry, alone, does not make one right.
Even if nothing is shown, if the nudity is plain, or strongly implied, then that makes it age inappropriate material.
I don't know who had the first picture flagged, but I'm guessing that he or she was probably right to report it.
