OMG I CAN EXPLAIN THIS NOW!
Okay:
Back in the beginning, way wayyy back there, all the Cores were combined into one Ambicore. The Ambicore was unique in that it was represented by something that was both a fraction and a symbol, -0. When the Ambicore split, it also split the number representing it, creating the Cores we know about in Alkia, also splitting that number into a fraction and a symbol. Now, an Alkian with a Core can have a Fraction Core or a Symbol Core, and Joey has a Fraction Core. His Fraction is 7/21.
