That is why he has yellow marks. He was recently put in prison because he threw a tantrum and started to ki'll people. Thats why he has a number on him. If you look closely at the numbers you will see a bit of blood.

UGGGH MORE DETAILS I FORGOT: Around the wrists, there are chains that held him in prison. How did he escape? As the metiorite fell, it broke apart, (only small pieces) they hit multiple areas of their planet including the prison. One of the mini metiorites hit Dust's cell and the chain was broken. He rushed to the military base (where all the ships are) and flew into space. Many people tried to flee from their devisated planet, but many crashed. Some people couldn't take off. As dust was flying, a mini metiorite hit his main engine, causing him to drift off into deep space. He soon crash landed on an unknown planet.
