OH MY GOSH this is EPIC! I love and have used both of these pokemon on a team... Though in most cases floatzel would win because of outspeeding and stab super effective waterfall it simply depends upon iv's ev's natures and held item, for example, a timid chandelure with perfect sp. atk and speed iv's and speed ev's carrying the Choice scarf energy combo could steal the game.... there are MANY ways this could turn out however I feel biased towards Jakobi simply because he is a good friend, I'm getting off topic though, Great art, lighting, scenery, and overall performance A

Energy ball combo- though it probably wouldn't need it because of it's relatively high special atk vs floatzel's relatively weak special def, unless of course the floatzel has investments in special def and possibly holding the assault vest
