Step One- I usually make a trace on the very back layer to help me draw. Make sure to draw the body before adding additional features such as facial featured. Make sure you don't make the trace the same color as the actual outline!

Step Two- Adding the outline is like the next part. Use the trace to help you! The trace should help with getting size purportions right and adding extra details such as designs and accessories.
Extra fact!
A trace can also help when adding a background!

By the way, add the outline on the first layer! Make sure the outline and trace are on diffrent layers.
Last Step- Coloring! This one I'm pretty sure you know. Color in the character on a layer in back of the outline but in front of the trace. Remember if the pic is gonna be 3D, be sure to add the color layer to the outline and if the pic has a background, color the background a color you won't use before you make the trace. That way you color everything correctly!

i dont know how to use a backgrond layer. how do you do that?

When you press down the left bumper on a painting, the color modifier should appear. If you look there should be an option called 3D. If you click on it, it shows you which layer your on and allows you to move layers. You can also switch layers by moving the circle pad left and right. The front layer is the layer that pops out the screen on 3D while the back layer pops out the least. Be sure to make the background on the back layer and the character on another layer when making a 3D pic.

Make the backgrond on the back layer. The background should be the last thing to add in a pic. Use your imagination when creating a background and what you think looks pretty, cool, cute, etc. Make sure the character is seeable (or however you spell it) compared to the background.
