zo was a human about 1000 years prev. and ended up a sacrifice to the gods. he then worked his way up through the afterlife and claimed "godhood" (he was angry about being a sacrifice and went to pester the mob deities himself haaa). he reached "godhood" with some decay to his physical form, so he creates and rules over zombies. skel took longer to reach that stage, meaning he is a spooky skeleton god.
