Okay, I have an itty bitty theory about these two:
In the real world, outside of Hugo's interpretation of the world around him, The Batter is best friends / neighbors with Zacharie. Zacharie is Sugar's brother. Sugar is addicted to heroine (sugar in OFF), so Zach told Sugar to move out because he couldn't bear to see her like that. They haven't seen each other for years, but still love each other. So when the Batter kiIIed Sugar, Zach said what he said. (cont.)

And he uses a mask to cover his face and not be able to see Sugar in her addiction. And the cocaine made Sugar go loopy / mad, probably why she speaks in riddles and emoticons. And Zacharie said what he said so he wouldn't have to see Sugar crazy any longer.
But that's just me.

Of all enemies/characters, I honestly think Sugar ties with The Batter on the creepyness.
