I determine arm and leg length by imagining the character standing up with their arms to their side. It depends on the style and body build of the character, but generally arms (plus hand) reaches just past the beginning of the leg (just stand up and put your arms to your side to check). Like I said, this isn't exact, especially eith stylized characters, but it helps. It's harder to tell with forshortening though, but, for example: with this drawing I think the left leg (character's left) could be a tiny bit shorter and their arms could appear a tiny bit longer, but it's close.
