So, the theme is Realistic Creepypasta, or in other words drawing a creepy pasta in a realistic-type style. You can draw any of the following:

RULES:
NO TRACING (tracing will result in disqualification)
You CAN use refs, but ONLY for colors, clothes, e.t.c. NOT for tracing, postion, stuff like that.

Would tracing from your own scetch book from paper be count at tracing/dequalification?

If the sketch is traced from online then yes, but if its an original sketch and your only redrawing it on your 3DS thats fine :)
