Axel is basically just like Ashe. Believe it or not, their ancestors come from the same family, even though his parents or grandparents (maybe even further) had nothing to do with Luna's more recent family line. Deep down they're related by blood.(cont. in comments)

You can definitely tell they're related, plus they have the same eyes. He doesn't have nightmare powers but he's able to speak with them (He speaks fluently in the language the nightmares speak, just like Ashe) His special talent is his ability to commune with reptiles

(cont.) He doesn't consider himself royalty, and he reminds ponies of that. Sometimes he feels like he sticks out with his dragon wings, at least not around Ashe. Unlike Ashe, he had his dragon wings when he was born, wheareas Ashe got them when she went full-princess with the flowy mane
