If you talk to characters multiple times, they may mention that a certain character is thinking of moving. If you don't want that one to leave, find them and when they ding and ask to move, tell them to stay. But if you want that one to move, you can either find them and tell them to move or just time travel a week and they'll be gone even if they never told you personally because when another villiager says they're thinking about moving, they will unless you change their mind.
If you had the villiager stay, a new rumor of someone moving will start about 4-5 days later, but if if you let them move out, put a public works project around your house where they like to move. It doesn't have to be right next to your house, but just close enough that a house can't fit between them (so six spaces or less). The ONLY way to prevent a house from landing somewhere is public works. It's why none of my public works projects are where I actually wanted them.

If you have less than 9 villiagers, then you only have a day or two after someone moves out until someone moves in, so you must put up a public works promptly. I know, it's a huge problem with the game. My paths are a mess because of random houses.

If you need help moving them out, you just have to ignore them. Don't talk to them and then they will realise you don't want them there. There's a video on youtube that explains how talking to animals raises your friendship with them so it is best to ignore.
About the villagers coming in alot, I don't really know what you can do.
If you're worried about their placing of the house, this is what to do.
The day a new villager moves in and they have the spot set out, create a new character and walk around town until you see the villager's desired spot. If you're okay with the spot, keep playing as that character until you can save. If you don't like the spot, go to the home menu, exit the game, make another character and repeat until you're happy with the spot.
Hoped this helped. :3
