This is Marcus Letter(name courtesy of Aizume >w<), he is a famous traveling doctor who's best known for his effective procedures and very caring attitude. However he tends to test these methods on himself as he doesn't want to harm anything. When he was a child his parents abused him before he was taken out of their custody by a man named Gartner.
Marcus has a cheerful and happy attitude but he's naive.
